A Study on Supply and Demand for Professional Public Health Specialists in Korea

Abstract


The purpose of this study was to estimate the supply and demand for the manpower of professional public health specialists to be assigned to each health center to effectively perform comprehensive public health services through the public health networks across the nation in line with the welfare-oriented public health policy anticipated for the 1980´s.
References were made to data concerning the supply of specialists trained abroad during the 1945-66 period and those trained at home during the 1960-67 period, the long-range health plan of the Ministry of Health and Social Affairs, and other statistics regarding population and economy.
As for the method of study, the manpower supply and demand for seven kinds of professional specialists for the 1967-86 period were estimated through five processes, i. e., (1) the analysis of supply, (2) the estimation of supply, (3) analysis of demand, (4) the estimation of demand, and (5) comparison between supply and demand. The seven kinds of public health specialists are: (1) sanitarian, (2) public health physician. (3) public health educatior, (4) public health statistician, (5) dietician, (6) public health nurse, and (7) sanitary engineering supervisor.
(1) The number of specialists trained overseas in the public health sector during the 1945-66 period reached 335 Persons in 20 fields including the public health administration by the assistances from nine foreign assistance organizations including the World Health Organization.
(2) The specialists who have undergone overseas training for one year or more on public health nursing, public health educatior, environmental sanitation public health statistics, nutrition, and sanitary engineering reaced 54, Persons but those available for supply areestimated only 21. persons.
(3) The number of the specialists who graduated from the School of public Health, Seoul National University during 1960-67 period reached 220. persons. The 77 per cent of them were up to 29 year old, and the greatest proportion or 33.2 per cent of them majored in medical science in their colleges, while 28.7 per cent majored in other natural sciences and 20.9 per cent in pharmarcy.
(4) The 220 graduates of the School of Public Health were broken down into 58 who majored in environmental sanitation 53 persons in public health education, 35 persons in epidemiology, and 34 in public health administration.
(5) The 60 per cent of the graduates employed in public services majored in environmental sanitation, public health administration, and epidemiology.
(6) The supply for 1986 estimated on the basis of the current supply was compared with the corresponding demand. The anticipated supply would be only 586 persons while the demand will reach 4,621persons. The shortage will therefore be 4,035 persons, showing a shortage of 689 per cent. The shortage will be most serious of public health physicians, reaching 2,424 persons.
(7) First of all, the job classification should be established for the public health positions. In order to satisfy the demand estimated for 1986. the inservice training should be stepped up during the 1970-79 period. The supply of fresh public health specialists should be increased by the authorized enrollment of the School of Public Health, Seoul National University. At the same time, the treatment of professional public health specialists should be improved, and the way for their promotion should te opened.
