Abstract


As the results of a study conducted on factors required for the promotion of labor productivity from the standpoint of industrial health management, the following conclusion and recommendation have been developed:
1) Due to the inadequate number of labor inspectors presently assigned ot the low-level agencies, it is necessary to boost the manpower available for the enforcement of labor inspection activities through the formulation of rational training plans for inspector candidates and long-term training programs for incumbent inspectors.
2) A deeper understanding should be developed of safety, and resonable measures worked out to extent it by ways suitable for individual places of work in order to make it a habit and part of life.
3) A definite system should be set up to collect and compile statistics concerning industrial disasters so that safety control measures may be worked out on a scientific basis.
4) The qualitative improvement of health and safety managers is necessary is to establish a safety and health committee at each place of work, and to effectively operate it.
5) It is necessary to form a safety council made of workers and management to recommend a direction of improving safety and health management, and to enlighten management personnel regarding industrial health so that they may seek consultations from safety control authorities.
6) The effective utilization of the safety control organizations is recommended through specialized agencies. To this end, disaster prevention organizations should be utilized to a greater extent, and an Industrial Safety and Health Institute be established.
7) In view of the increasing number of female and juvenile workers, strict and practical protection campaigns should be carried out to improve their work condition.
8) In order to enable health managers to smoothly carry out their activities at places of work it is recommended that they be given adequate training and reasonable assignments. Also required is administrative support designed to encourage their activities.
9) It is necessary to review the qualifications of health managers and to give them adequate training. A legislative action is recommended so that the assignment of health managers may also be assigned to the samll and medium enterprises which employ 100 or less workers each.
10) The quality of health checkup should be substantively improved.
