Abstract


During a two month period from July 1 to August 31, 1971 a study was conducted on provincial budgets and settled accounts for public health and family planning activities in 1969, 1970, and 1971. As a result, a conclusion has been reached as summerized as follows:
1) Since 1969 the rate of growth in budget appropriations for public health has been far below in the total amount of budget.
2) Extremely small portions of goverment subsidies were allocated to such large cities as Seoul and Pusan as compared with other provinces.
3) The government subsidies granted to Seoul and Pusan were roughly equivalent to 5 per cent or their respective public health expenses while those issued to provinces were equivalent to around 50 per cent of their public health expenses.
4) A greater proprtion of family planning expenses was generally shared by the National Treasury than by individuals concerned, thereby indicating that this project was evidently sponsored by the Government under the budget.
5) In rural areas, family planning expenses occupied 30 per cent or more of respective total public health expenses while the proportion remained around 5 per cent in Seoul. Particularly in South cholla Province family planning expenses surpassed 60 per cent of the provincial total public health expenses. From this it was obvious that such health problems as diseases, pollution and epidemic control were more imminent than family planning.
